David Rees: I call on the Minister for Economy to move formally amendment 2, tabled in the name of Lesley Griffiths.
David Rees: I have selected the two amendments to the motion. If amendment 1 is agreed, amendment 2 will be deselected. I call on Luke Fletcher to move amendment 1, tabled in the name of Siân Gwenllian.
David Rees: The proposal is to note the committee's report. Does any Member object? There is no objection, and therefore the motion is agreed in accordance with Standing Order 12.36.
David Rees: Item 6 is next, and it's the Welsh Conservatives debate on free ports. I call on Paul Davies to move the motion.
David Rees: I call on Jayne Bryant to reply to the debate.
David Rees: I call on the Minister for Education and Welsh Language, Jeremy Miles.
David Rees: Thank you to the three contributors.
David Rees: Item 5 this afternoon is a debate on the Children, Young People, and Education Committee’s report, 'Pupil absence'. I call on the Chair of the committee to move the motion—Jayne Bryant.
David Rees: I thank the Minister.
David Rees: Item 4 this afternoon is the 90-second statements. The first speaker is Huw Irranca-Davies.
David Rees: We'll move on now. In accordance with Standing Order 12.24, unless a Member objects, the two motions under items 5 and 6 will be grouped for debate, but with separate votes. I see that there are no objections.
David Rees: So, I call on the Minister for Rural Affairs and North Wales.
David Rees: I'm disappointed that the Member included the last reference. I accept his retraction of the statement, and I would encourage all Members not to use such language, but in doing so, please do not bring other issues such as that in. I think this was purely based upon the language used in this debate, and I do not believe such language is appropriate in any debate in this Chamber, and I would...
David Rees: The proposal is to agree amendment 1. Does any Member object? [Objection.] Yes, there is objection. I will defer voting under this item until voting time.
David Rees: I have had a chance to review the transcript and I consider that the language used is wholly inappropriate by the Member, and no Member of this Parliament should be using such language, and I would therefore call on the Member to both retract his statement and apologise for making such a reference in his contribution today.
David Rees: Before I move on to the further business, I did indicate to the Member for Carmarthen East and Dinefwr that I would accept his point of order at the end of the debate. I understand that the point of order will now be raised by the Member for South Wales Central, Heledd Fychan.
David Rees: I call on the Minister for Finance and Local Government to reply to the debate.
David Rees: We have now exceeded the time allocated to this item on the agenda, but the business of the budget is very important. I have three further speakers. I will call all three, and then the Minister to reply. Huw Irranca-Davies.
David Rees: It was indeed. Heledd Fychan.
David Rees: I have now given you the extra time you asked for.
