Rhys ab Owen: John Stuart Mill said, back in 1861, that the first principle of democracy is this: representation in proportion to the numbers. Today, let us, in this Senedd, not allow outdated ideas, not allow prejudices, not allow the ambition for power to block this very basic principle of democracy. Diolch yn fawr.
Alun Davies: ...to what you said; you say that we've had an opportunity to design a specific UK-wide subsidy control regime in this instance. Do you, therefore, regret that the UK Government has ignored all the representations made by both the Welsh Government and this Senedd?

With your proposals for larger local authorities, does the Cabinet Secretary envisage that councillors will be elected by proportional representation or first-past-the-post? We would like the answer to that today. And, finally, will you confirm how many council leaders have asked you to leave their councils alone and actually continue in the model now of 22 local authorities?...
Mr Simon Thomas: ...opening speech the reason why we brought forward this debate. Of course, when we did table this debate, we didn’t know that the Assembly itself would be voting today using a kind of proportional representation, because you’ve had a second-preference vote to choose your committee Chairs today, and you’ve accepted that you don’t get first-past-the-post all the time for everything...
