Elin Jones: Item 6 is next, namely the Representation of the People (Amendment) (Wales) (Coronavirus) (No. 2) Regulations 2021. I call on the Minister for Finance and Local Government to move the motion. Rebecca Evans.
Motion NDM7821 Lesley Griffiths To propose that the Senedd, in accordance with Standing Order 27.5: 1. Approves that the draft The Representation of the People (Amendment) (Wales) (Coronavirus) (No. 2) Regulations 2021 is made in accordance with the draft laid in the Table Office on 26 October 2021.
Lesley Griffiths: Well, I'm sure, as you can appreciate, as the sustainable farming scheme is obviously in development, I can't commit here in the Chamber to that, but I do have representations being made to me regularly regarding the capping of payments, and will certainly be looking at that as part of the sustainable farming scheme.

Rhys ab Owen: John Stuart Mill said, back in 1861, that the first principle of democracy is this: representation in proportion to the numbers. Today, let us, in this Senedd, not allow outdated ideas, not allow prejudices, not allow the ambition for power to block this very basic principle of democracy. Diolch yn fawr.
Alun Davies: ...to what you said; you say that we've had an opportunity to design a specific UK-wide subsidy control regime in this instance. Do you, therefore, regret that the UK Government has ignored all the representations made by both the Welsh Government and this Senedd?
Darren Millar: I don't believe that it has ignored the representations that have been made.
Lesley Griffiths: We've worked with our industry stakeholders to identify the impacts on Welsh agriculture. This work underpinned our representations to the UK Government that any trade deal must not disadvantage Welsh farmers or compromise our high animal and environmental standards.

Mabon ap Gwynfor: ...in this debate, the funding agenda post Brexit in Westminster has meant to date more powers for Westminster, more money for Tory constituencies, and less democracy for Wales, and less funding and representation for Wales too. We deserve better than this clear effort to buy loyalty for a split and failing union.
