Baroness Mair Eluned Morgan: Thanks very much. Let's just be clear that the board is not supposed to be a geographic representation. If we started that, then it would be very difficult to get representation from the whole of Wales. [Interruption.] I will carry on. I've had the pleasure of speaking to Dr Rajan Madhok. He is somebody who retired to Wales four years ago. He's had an incredibly sparkling career. He's been a...
Baroness Mair Eluned Morgan: As this is a reserved matter the Welsh Government has not made a representation to the European Court of Human Rights. However, we are aware of the great concern in Wales around this issue and that is why I made the Turkish ambassador aware of this when I met him recently.
Baroness Mair Eluned Morgan: Thank you once again. It is the United Kingdom that takes the lead on foreign affairs, but I have already written to the Foreign Secretary to ask what representation they've made to the Spanish Government about the prison sentences handed down to the Catalan politicians. And my understanding is that we'll be having a further question on this during topical questions.
Baroness Mair Eluned Morgan: The lead for all matters relating to foreign affairs sits with the UK Government. But I have already written to the Foreign Secretary, to ask what representations the UK Government has made to the Spanish Government about the prison sentences handed down to Catalan politicians.
Baroness Mair Eluned Morgan: Welsh Government has not made any representations to the UK Government because the UK’s position on settlements is clear. The UK consider the settlements as illegal under international law, present an obstacle to peace, and threaten the physical viability of a two-state solution.
Baroness Mair Eluned Morgan: ...it's clear that we will need more of a say and more of an input into, in particular, trade negotiations and areas where we have devolved responsibility. And, of course, where we have significant representation from other communities around the world living here in Wales, then of course it is absolutely right that they should have a hearing, if possible, within this Chamber as well.
Baroness Mair Eluned Morgan: ...have all of the information so that we can come to a decision that is clear and fair. Of course, community groups in the area have also been informed that they too have an opportunity to make any representations that they would like to make.
Baroness Mair Eluned Morgan: ...to consider an appropriate occupational health solution for Wales, based on the review recommendations. I understand that a partnership group has been established to look at this work, including representation from unions, employers and the Welsh Government. We're also funding an employee assistance programme, which has been procured and managed by Social Care Wales. This is going to...
Baroness Mair Eluned Morgan: Thanks for your support and your interest in this very sensitive area. I was really pleased to meet with the Developing a Caring Wales group, and, of course, Kaleidoscope was there as a part of that representation of people looking after people in these very difficult situations. I heard in that meeting of their offer that they would like to make in terms of offering to vaccinate some of the...
Baroness Mair Eluned Morgan: ...COVID-19 meetings with those representatives—there are representatives, regional representatives, at those bodies, there's also a representative who's the Welsh representative to the UK tourism representation, where they are discussing the same kinds of things, so there's a direct link into what's happening in the UK as well. And one of the things that they're starting to talk about is...
Baroness Mair Eluned Morgan: ...period that may follow a deal. If such a structure were to be developed, of course, this would have to be agreed by the Committee of the Regions, but I would be very eager to ensure devolved representation in the UK delegation and I would expect that the three devolved administrations should be in place to nominate one representative to that committee. We also agree that there is room to...
