Joyce Watson: Last month the UK Parliament received signatures of 143,000 from a petition from supporters campaigning to ban the sale of puppies from pet shops and other third-party dealers. The campaign has been named 'Lucy's law', in memory of a rescue cavalier King Charles spaniel called Lucy, who was used as a breeding machine at a puppy farm with no regard for her welfare, and that campaign has...
Joyce Watson: On Sunday, I took part in a litter pick on Llandanwg beach, and within one square metre of that shoreline we collected this rubbish. As you can see, this is considerable rubbish, and remember it's one square metre's worth on the tideline. What you will see is that 99 per cent of it is plastic, but large volumes of it are the very small plastic straws from the drinks that most children have....
Joyce Watson: I thank you for that answer, but, planning ahead, there are examples of non-EU members being part of the TEN-T network—for example, Switzerland is. Is that something Cabinet has discussed in terms of post-Brexit planning, because the extent to which we co-ordinate with the EU on improvements to our major transport infrastructure—our roads, rails, airports and seaports—will have a huge...
Joyce Watson: You will be aware, of course, First Minister, that there is a consultation that is ongoing and that it doesn't finish until 12 July. I did make a request here some weeks ago about having additional opportunities for people to take part in that consultation, and Hywel Dda health board did respond. I hope that you will reiterate again—because it is a consultation—that nothing is fixed as...
Joyce Watson: 8. What consideration does the Welsh Government give to the trans-European transport network in developing its transport plans? OAQ52329
Joyce Watson: Thank you. Diolch, Llywydd. I thank you for your statement. We know that there are about 5,000 people in Wales living in park homes, and that the sector is heavily concentrated in Mid and West Wales, having around half of the country's sites in that particular region. So, for that reason, during the consultation period, I set about visiting and meeting owners and residents and it does need...
Joyce Watson: Leader of the house, might we make some time to debate the national survivor engagement framework? The purpose of the framework is to ensure that survivors of violence against women are able to inform and influence Government work related to domestic abuse and sexual violence. The consultation closed in May. When the Government publishes its response, it would be good to have a...
Joyce Watson: Thank you for that answer, but I understand that the renal services are currently delivered either by the NHS, an independent provider or a combination of both. In February, the health board stated that the current independent provider was due to be recommissioned in the Bangor unit and the satellite unit in Alltwen. Following on from this, concerns were raised about potential changes to...
Joyce Watson: 4. Will the Cabinet Secretary provide an update on the delivery of renal dialysis services in Betsi Cadwaladr University Health Board? OAQ52229
Joyce Watson: Diolch, Llywydd. I thank you, Cabinet Secretary, for your statement today on such an important issue, and all of those individuals who have been involved in bringing this report to fruition. Some of you will know that I already go into schools and ask them to take part in the White Ribbon campaign, and many schools have done that. That's talking about ending violence against women and girls....
Joyce Watson: Will the First Minister make a statement on how public procurement policy supports apprenticeships?
Joyce Watson: We have made good progress in this area by embedding diversity and inclusion considerations into service and project planning, policy development, procurement and any changes to the Assembly estate. We've also increased the number of equality impact assessments that have been undertaken, including, for example, one reviewing the Commission's recruitment process and one for the youth parliament.
Joyce Watson: I thank you for that answer and also yesterday's update on digital connectivity in Wales. Overall, it has been a successful programme. Some have been harder to reach than others and St Davids RNLI station is one example of that. I wonder, Cabinet Secretary, if you'd be prepared to join me at a meeting in St Davids to speak to the RNLI, so that we can at least discuss the way forward.
Joyce Watson: 7. Will the Leader of the House provide an update on the installation of broadband at the St Davids RNLI station? OAQ52187
Joyce Watson: Diolch, Dirprwy Lywydd. I want to focus on help that is available to the Government and the people that you already work with in breaking down some of the perceptions of what an apprentice looks like, and what an apprenticeship is. The Institution of Civil Engineers do have a fabulous school programme that involves building a bridge, and they take it around schools and give students a real...
Joyce Watson: Will the Cabinet Secretary make a statement on the use of Larsen traps?
Joyce Watson: Diolch, Llywydd. I welcome the report, and I'm going to focus in on the £15 million capital funding that we're giving for over three years for the collaborative change programme to increase recycling. What I want to ask, Minister, is if we could use some initiative when we're investing in capital projects, whether it's a new-build school, whether it's an addition to an existing building, or...
Joyce Watson: David has done exactly what I was going to do, so I'm not going to reiterate everything that he's said, but I do think that there has been a view in the past about crops and trees competing for space. So, what I would like to see is a joined-up approach between those two parts of agriculture, and looking at agroforestry, where the trees can be planted alongside the crops, and that in turn...
Joyce Watson: Llywydd, following the point of order that I made last Wednesday in this Chamber, I wish to correct the record and confirm that I did in fact use the words quoted by the leader of the UKIP group during a previous debate.
Joyce Watson: Thank you, Deputy Presiding Officer. I want to raise a point of order that I have an entitlement within this Chamber to be respected as an individual Member of this Chamber and not to be disabused by lies that come from another Member, accusing me of things that I clearly have not done or have not said.
