Joyce Watson: I did a whole report on this myself in 2013, and there were protocols put in place in 2011. I was at the launch of the Gwent project, and here we are, where it is only a project. How quickly can other children, like the children in my area, expect to see the services that, in my opinion, they rightly deserve, and that those authorities who were told in 2011 to work together start doing so?
