Carwyn Jones: First of all, an FOI request is entirely separate to a Data Protection Act 1998 application, because subject access requests are far broader. They're bound to be. I have to say, Darren Millar sits there pompously, shouting 'disgrace', what does he think happens in Westminster? We comply with relevant legislation such as the Public Records Act 1958, data protection and freedom of information. The aim is to secure greater flexibility in order to ensure that we have a more flexible grant system that can deal with things such as giving children and learners more opportunities to go on trips, et cetera, and to look at a grant system that is less restrictive than the present one.
