Thank you, Llywydd. I’ve listened carefully to today’s debate, but the Government will be opposing both the motion and the amendment as laid.

I must start by setting the record straight on the actions and powers of the Welsh Government, and some of the contributions that were made in the Chamber today. Responsibility for prisons lies with the UK Government. The Welsh Government was approached by the Ministry of Justice as part of an exercise across England and Wales to see if we knew of any land that could be developed for this scale of prison.
