There is a correct constitutional position that we are urging this Chamber to look at. I agree that we could have done it earlier. The fact that we didn't do it earlier doesn't make it the wrong solution. In fact, it continues to be the right solution. Putting a different solution in place, which isn't the one you've always called for, because the situation now warrants us to do it, is not the right response to the correct constitutional solution.

Llywydd, we have listened to the arguments of those who proposed the right constitutional solution. I accept that we could have done so earlier, but our amendment reflects the reality of the correct separation of powers. Diolch.
