I would like to thank Plaid Cymru for bringing forward this debate today to give us a chance to discuss how we support families and learners from disadvantaged backgrounds. The leader of Plaid Cymru asked a very relevant question: who was consulted? And I have to say to the leader of Plaid Cymru: if you go back to the budget consultation papers that were published by the Government in October and subsequently at the final budget, you will see in your committee papers and in those budget papers, on the grant tables, this decision, and I'm surprised, as someone who I know takes scrutiny very seriously indeed, that this was not raised, especially given the fact that the party abstained on the budget vote and made no representations that I'm aware of with regard to this.
