Diolch, Llywydd. First Minister, the report published by independent examiner, Donna Ockenden, last week provided a frightening picture of the delivery of services in north Wales. The damning report showed that leadership at the health board has been wholly inappropriate and significantly flawed since its creation, and that mental health services are chronically understaffed at a time when patient numbers and acuity were increasing.
