In May last year, a driver with poor eyesight who defied his optician's advice to stay off the road was jailed for seven years after he killed a motorist in an accident on the M4 in Newport. At the moment, it is the responsibility of the driver to advise the Driver and Vehicle Licensing Agency that they are no longer able to drive. Can I ask for a statement on what plan the Cabinet Secretary has to strengthen the guidance issued to opticians to make it mandatory that they advise the DVLA when a driver's eyesight has deteriorated to such an extent that they are a danger to themselves and to other motorists on the road, please?
