Can I just call on members in the public gallery, who I know are very interested in what we're discussing here—if you can allow the Members in the Chamber to carry on their contributions, for them to be heard. They are elected representatives of all the people of Wales and they need to be heard. If you clap, clap right at the end, and not during the debate.
