The Minister said that a supplementary budget usually is relatively narrow in scope, but I do think that there is more to be said about this supplementary budget than there is about most of the others. There are many external factors in terms of the actions of the UK Government and some of the actions or absence of action from the Welsh Government that do need to be addressed. In terms of the lack of action, the major political occurrence since the announcement of the budget itself is that this Assembly and the welsh Government have declared a climate emergency.
