Legislation governs the licensing, management, planning and classification of houses of multiple occupation—or HMOs, as they're known—and the registration and licensing of landlords and letting agents. The primary legislation relating to HMOs is the Housing Act 2004, which introduced mandatory and additional licensing, and the Housing (Wales) Act 2014, which introduced landlord and agent registration and licensing.
