As the constituency with the highest number of private sector renters, I know that they are really shivering in all winters, and with bills expected to rise to nearly £3,000 a year per household—something that we have no control over—I wondered why it is not possible to have an emergency programme to protect the most vulnerable households living in fuel poverty. What exactly are the barriers to instituting an immediate insulation programme, targeting the most vulnerable households living in the worst insulated homes, which tend to be in the private sector?
