First Minister, the UK Government has again and again refused to reclassify HS2 as an England-only project, robbing Wales of £5 billion in Barnett consequentials that could be transformative of our public transport infrastructure. That's even though the UK Government's own analysis shows that it's more likely to damage Wales than to provide any benefit.
