The terms of reference were published by the Minister in June 2019. The commission is independent from Welsh Government. They have published their 'Our Approach' document, setting out their own account of how they intend to go about their work.

Boris Johnson’s deal is bad for Wales as it will damage the economy and make our citizens poorer. Our position is unchanged. The decision should be put back to the people. When that takes place, the Welsh Government will campaign to remain in the European Union.
