(Translated) What assessment has the Minister made of the risks to the devolution arrangements in Wales of the European Union (Withdrawal Agreement) Bill?

The principal risk is that the Government of Wales Act could be amended using subordinate legislation powers in the Bill. We have sought to protect the devolution settlement in our discussions with the UK Government and in the amendments we are seeking in the House of Lords.
